The Negosyo Centers (NCs) are responsible for promoting ease of doing business and facilitating access to services for Micro, Small, and Medium Enterprises.
Based on the Salient features of GO NEGOSYO ACT (R.A. 10644):
- Promote job generation and inclusive growth through the development of MSMEs;
- Establish “Negosyo Centers” in all provinces, cities and municipalities;
- Promote ease of doing business and facilitate access to services for MSMEs; and
- Provide technology transfer, production and management training, and marketing assistance for MSMEs.
Services:
1. Business Name Registration: The Negosyo Center Business Counsellors or NC BCs facilitate processing of Business Name Registrations and documentation of paper requirements necessary for the establishment of micro, small, and medium enterprise (MSMEs).

2. Business Advisory: NC BCs provide MSMEs advisory services tailored according to their business needs through one on one consultation, focus group discussion, and coaching/mentoring.
3. Business Information and Advocacy: Conducts training, seminars and dialogues to increase MSMEs productivity and efficiency, such as but not limited to product development; access to market; access to finance; entrepreneurial, managerial, and skills training.
4. Trade Promotion: Disseminates trade-related materials; (ii) Scouts for exhibitors for the trade fairs; (iii) Matches their clients with buyers using the information made available on-line or other available databases.
5. Financing Facilitation: (i) Disseminates information to clients on financing facilities/programs available for MSMEs; and, (ii) Matches / link micro-small enterprises with local financing institutions.
6. Investment Promotion: In coordination with the LGU, (i) Identifies investment opportunities; (ii) Invites local investors to participate in investment-related activities; (iii) Disseminates investment-related information; and, (iv)Invites local proponents to participate in the organized missions and matching.

One Town One Product (OTOP): A priority stimulus program for Micro, Small, and Medium Enterprises (MSMEs) as the government’s customized intervention to drive local and economic growth. The Program enables localities and communities to determine, develop, support, and promote culturally-rooted products or services where they can be best at or best renowned for.
Components:
1. OTOP Next Gen: These are the product development initiatives, trainings, market matching, and other activities with the goal of leveling up the products in the areas of design, quality, volume, etc.

Metro Fiesta: NCRO’s Regional Trade Fair: A culminating activity for MSMEs assisted under OTOP to showcase their best and finest products, featuring the processed food, wearable and home décor sector of MSMEs in NCR. This features the actual products, prototypes, and packaging which features new labels and design that underwent intensive product development. It is a venue to boost the visibility of the products to increase the market assisted MSMEs.
PARTICIPANT/EXHIBITOR QUALIFICATIONS:
The applicant must have the following qualifications:

Registered as a manufacturing firm with valid licenses/registration (BIR, DTI/SEC/CDA, Mayor’s Permit). For food manufacturers, must have at least applied for FDA/LTO registration.

Must have production capacity duly verified by DTI;
-
Must be financially sound;
-
Preferably have at least one (1) new product or product variant or new packaging.
-
Must be ready to address multiple queries from buyers.
-
Must have demonstrated capability to produce quality products.
-
Must be in business for at least one (1) year.
-
Must have stable and/or reliable internet connection.
-
Must be able to accept cashless payments (e.g. GCash, PayMaya, bank transfer, and other money remittance services).
-
Must be willing to deliver products through delivery/courier services (e.g. Grab, Lalamove, JRS, LBC, or any local courier service provider in the MSME’s locality)
-
Must be willing to undergo e-commerce training in managing the account.
PRE-QUALIFICATION REQUIREMENTS:
A. The applicant must be duly registered as a majority owned Filipino firm.
B. The applicant must have no valid complaint/pending case against him/her in any government office.
C. New applicants should preferably have joined fairs conducted by other organizing institutions.
D. Previous applicants must have satisfactory compliance with rules and regulations and reportorial requirements of the participated DTI organized fairs.
APPLICATION GUIDELINES:
A. All applicants are required to submit to the DTI-NCRO the soft copy and duly filled up Application/Contract Form and signed Terms and Conditions for participation together with the other required documents.

SHARED SERVICE FACILITIES (SSF): A project that aims to improve the quality and productivity of MSMEs by addressing the gaps and bottlenecks in the value chain of priority industries by providing equipment to MSMEs to benefit under a shared system.
The project provides machinery, equipment, tools, systems, accessories and other auxiliary items, skills and knowledge under a shared system to improve the competitiveness of MSMEs.
