Management Services Group

The Management Services Group (MSG), supervised by Atty. Michel Kristian R. Ablan, ensures operational efficiency within the Department by providing support services to all units to properly equip them in the performance of their respective functions.

Within the MSG are the offices/units: Finance Service (FS), Human Resource and Administrative Service (HRAS), Information Systems Management Service (ISMS), Liaison Office for Legislative Affairs (LOLA), Planning and Management Service (PMS), and Resource Generation and Management Service (RGMS).

Manages the financial program and a financial monitoring system to ensure fund availability and proper utilization.

Human Resource and Administrative Service (HRAS)

Designs, implements, and institutionalizes the HRD program, which is aimed at transforming DTI into an agency of choice.

Provides logistical services (procurement, training services, transport, cashiering, security, and all other utility services) to facilitate operations of all DTI functional and support groups.

Joel R. Cruz

Dir. Joel R. Cruz joined the Department of Trade and Industry in 2011 and has contributed notable accomplishments such as the institutionalization of the Strategic Performance Management System (SPMS), the establishment of the DTI Academy, the creation of the Integrated Human Resource Information System (IHRIS), and enhancement of the Performance Rewards, Awards and Incentives (PRAISE).

He strengthened the competency-based systems and processes of the DTI’s human resource management areas, particularly in recruitment and selection, performance management, learning and development, and rewards and recognition. This paved the way for the conferment of the Level 2 Bronze Award to DTI under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

He facilitated the implementation of employee engagement surveys within the Department, and subsequently introduced the more comprehensive Employee Experience Survey. This initiative led to DTI receiving the Great Place to Work certification, making it the first and only government agency to achieve this accolade.

On top of his regular tasks as HRAS Head, Dir. Cruz also juggles various functions as the Vice-Chairperson of the DTI Bids and Awards Committee (BAC), Co-Chairperson of the System on Performance Rewards and Incentives (SPRInts), Technical Working Group of the Program Coordinating Committee (PCC) of the Australia Awards and Alumni Engagement Program (AAAEP), and Focal Person of the Energy Efficiency Conservation (EEC).

Dir. Cruz, a Career Executive Service Officer (CESO), finished his Basic, Secondary, and Tertiary education at the Ateneo de Manila University with a degree in Management Engineering.

Coordinates and monitors implementation of DTI operating plans and programs, and assesses performance versus targets set and cost effectiveness.

Resource Generation and Management Service
Resource Generation and Management Service (RGMS)

Undertakes project development, resource generation, coordination, and monitoring and evaluation of DTI foreign-assisted projects. Coordinates and monitors DTI’s special programs including gender and development (GAD), persons with disabilities (PWD), senior citizens, and POPCOM-related concerns.
