PDCB holds dialogue with Davao LGUs and learning session with contractors at PHILCONSTRUCT Mindanao 2025

On 05 September 2025, the PDCB conducted a Dialogue with the City and Provincial Engineering Offices of Davao City, Davao del Norte, and Davao Oriental as part of its continuing study on the implementation and monitoring of infrastructure projects constructed by administration. The session served as a venue for the abovementioned LGUs to share experiences, challenges, and good practices in managing local infrastructure projects, while providing the PDCB valuable insights to craft policy recommendations that will promote transparency, efficiency, and accountability in undertaking construction projects by administration.

The session featured prominent industry experts:
- Doris U. Gacho, Executive Director of PDCB, who discussed construction contracts, CIAP Document 102, and the CIAP Simpleng Kontrata;
- Salvador P. Castro, Jr., Chairman and CEO of SPCastro, Inc., who shared insights on the internationally recognized FIDIC suite of contracts;
- Arthur P. Autea, President of the Philippine Institute of Construction Arbitrators and Mediators (PICAM), who tackled key legal concerns such as liquidated damages and extension of time; and
- Ramon F. Allado, CIAP Private Sector Representative and Engr. Dimson Y. Batanan, Contracts and Risk Manager at Strides Singapore, who acted as panelists during the Panel Discussion moderated by Ms. Esmeralda C. Fernandez, Executive Director of Blue Hat, Inc.
Participants, composed primarily of contractors, engaged actively in the discussions, underscoring the importance of acquiring knowledge on contract obligations, risk allocation, and dispute prevention.
These activities in Davao form part of PDCB’s 2025 regional initiatives, reinforcing its commitment to inclusive consultations and nationwide capacity building in collaboration with stakeholders.
